Glacial Fortification explained

With a Stasis Super equipped, the barricade you place becomes a wall of Stasis crystals. When it appears it slows nearby targets.

You and allies standing behind it receive faster weapon reloads, better stability and more range, so the wall works as a firing position.

Where it fits

The effect requires a Stasis Super, so Hoarfrost-Z suits Stasis Titans and Prismatic Titans running Glacial Quake. Stasis opens with the Beyond Light campaign, open to all players.

It suits defensive play in raids and boss damage phases where a team holds one spot.

One wall can anchor a whole team's damage phase, because everyone behind it receives the reload, stability and range bonus at the same time.

Requirements

The Witch Queen on your account: in the game data, Hoarfrost-Z carries the note "Requires Destiny 2: The Witch Queen" on Xûr's offer of it. Destiny 2: The Collection includes it.
A Titan character to wear it, since armor is class-locked.

Hoarfrost-Z FAQ

What does the crystal wall do?

It slows nearby targets as it forms and buffs reload speed, stability and range for those behind it.

Is Hoarfrost-Z useful without Stasis?

No. The barricade only changes while a Stasis Super is equipped.

Where does Hoarfrost-Z come from in the game?

Its collection entry lists Exotic Armor Focusing as the source. Bungie's Help Center notes that Exotic Ciphers can be used to focus Exotics at the Cryptarch.
