Hearts of Ice explained

Enemies frozen by the Winter's Wrath Super take increased Shatter damage, so the Super sets up its own follow-up hits.

Allies who stand inside the Super's shockwave, or inside Frostpulse, receive Frost Armor and deal more damage with Stasis weapons. Each time you hand out those buffs to an ally you gain Super energy.

Why Warlocks pick them

Winter's Wrath is a Stasis Super that Prismatic Warlocks can also equip, so these gauntlets matter on Stasis and Prismatic Warlocks. Bungie lists the Beyond Light campaign on Europa and the Stasis subclass as open to all players.

The piece rewards playing with a group, because the energy refund scales with how many allies you buff.
